amp not getting power... help

I've had an amp and subwoofer in my truck for 2 years now, but recently had to disconnect it. i went to connect it all back up and i accidentally let the battery and ground wires touch, while disconnected from the amp, so that it effectively completed a straight line to the frame of my truck from the battery. there was a spark, but nothing else noticeable. I've replaced the fuse in the battery line just in case, i've replaced the ground wire, and i even have a new amp. however, i am still not getting any power to the amp (and as a side note, i hear an electrical buzzing/humming under my car when i start up the electrical system). why am i not getting power to my amp? is it possible that i somehow charged my frame and it is no longer a good ground?

 
i got a new amp, and it still isn't gettin power... also, the original amp wasn't even connected when i touched the wires... i had the battery wire coming in, and i had the ground wire attached to the frame still. the two ends that touched are the ones that are supposed to go to the amp... the amp wasn't in the loop at all when this happened... but like i said, i have a new amp that i just bough yesterday...
