I'm very crazy. And been called worse. American's don't know how to save $$. Some, not all.
If I had 20-25k, I certainly wouldn't think about car audio. I'd make it more $$ so I can retire early.

Not me. I'm going to enjoy myself while I'm young and healthy. I don't think I'll "retire" ever. Ideally I can be productive until I die.

Honda crx and 2 15s would easily go up against tahoes with 4 18s and be a ton cheaper

The problem with Rex and other clown cars is that they get really loud with little cone area/power up to the point where you hit a wall where you can't add more equipment or batteries due to space limitations. Also if you want the impressive numbers they'll happen at 60hz or thereabouts.

What's so special about a police tahoe?

My buddy just got one and they are awesome to drive. People just move right out your way because they think a cops rolling up behind them. It's nice to drive and not have people cut you off 10 times a day.
