2010 Toyota camry volume button not working

My volume button is the same as my on/off switch for radio. I hit it and it turns it on and off but when I try and turn up the volume it is stuck on 12. But no sound is coming out! I've looked at the fuses and they are all ok. I've looked in the trunk and everything seems ok. Tried wiggling wires and nothing was fixing it. Took radio off and looked at the wires in back and they all are plugged in. I bought another factory radio and plugged it in. Same thing! Stuck on 12 and no sound. Any ideas?? Is it a plug going into the radio? How do I know which one is for the speakers? TIA
