You should go with Dual 4 ohm or Dual 1 ohm so you can run at a 1 ohm load. And Sundown over the DS18 all day long.

Dual 1 ohm wiring with 1 ohm load

Dual 4 ohm wiring with 1 ohm load

Dual 2 ohm speakers leaves you with either 0.5 ohm load, 2 ohm load or 8 ohm load. Those Cab-45s are not rated for 0.5 ohm loads even though some have done it but you really have to have a beefed up electrical to do it. So either Dual 4 ohm or Dual 1 ohm is perfect for that amplifier.

The goal is a setup that leans more heavily to the SPL side of things without too terrible of a loss in quality. I’ll have to measure it but I can give up the entire trunk of a 2015 civic ex sedan.

OK, pair of 12s is probably good for a civic but the Sundown X series is a very inefficient woofer and that DS18 is pretty low tier Chinese catalog brand and from what I've seen they're "all show and no go"... sort of a modern equivalent of Audiobahn. They may have a couple diamonds in the rough but I'd have low expectations. I suppose the other question is what sort of money are you looking to spend? New Sundown Z is really nice, really I like the rest of the Sundown sub lineup which are all respectable in their class but I would not recommend the X, but they get a bit spendy and when you're into that sort of money you've got several other good options.

The budget is around $700 or less per subwoofer.

Adire Brahma X is a well regarded good sounding low distortion woofer that can get loud and sound good doing it. Fi has some neodymium motor subs that are very fairly priced and good performing for what they are (mind there may be some lead times between order and delivery), and SSA Z-con is a smoking deal at around 450$ for the 12"
