I know, trust me. At least in PA, they're legally allowed to turn you into authorities for prosecution, no matter what value merchandise was taken, if it wasn't even removed from the store.
Like I said, if she signed a paper saying she had to pay the fee to the store and if she didn't she would be turned into authorities for further prosecution, they have every right to do so.
