Yes but they have their limits and they should stay to them. I think too many go over their authority but the public just isn't informed enough to know what they're allowed to do and not allowed to do.They're police. That is their job.
You have to be specific when talking about the laws. In PA, not wearing your seatbelt is a secondary offense. That means that you can't be pulled over for that reason but once pulled over for ANY primary offense, any secondaries can also be prosecuted. But yup, seatbelt 100% the time here too. But it depends on the cop and how their day is going, as with anything. I always wear my seatbelt, so I never have to worry about it.
