Nothing will make an addict quit using unless he/she wants to quit.

So you are telling when they are at the point of wanting to quit we shouldn't be ready to offer treatment services? Instead they should be driven underground and not offered access to treatment services?

Sounds bad to me.
I don't see how making it legal and safe (free medical access) for them to shoot up is helping them get to the point of wanting to quit, do you? Making illegal activities easier to get away with does not equate to making them less desirable... in fact, it makes them moreso.

Vancouver BC has the only safe injection program on the north American continent. This is how they handle it:

The site, exempt from federal drug laws so users can visit without fear of arrest, has 12 private booths where addicts inject drugs such as heroin, cocaine or crystal. They can use equipment and techniques provided by the staff, said Thomas Kerr, a University of British Columbia researcher who has extensively studied the program.

If the proposal materializes in SF, i would imagine that it would be like medical marijuana, where it is technically still against federal law, but not enforced.

You are missing the point entirely.

Since you have such vast experience with drug addiction, I assume you realize that most hard core addicts are not happy living with addiction. They are trapped in the life and don't realize that treatment is an option. Getting to them, and helping them navigate the path to treatment resources would be an invaluable weapon in fighting addiction.

Having no contact with them certainly hasn't solved the drug problem, and maybe actually gaining access to them at their lowest point (being homeless and having no place to shoot drugs) would be a positive thing.

Yeah isn't this the place that banned handguns within city limits? Even lawfully-owned ones? Or did they just try it?

Sounds like one helluva nice place... tons of homosexuality, no guns allowed, and guaranteed cop-free drug hotels.

Who is more likely to find out about and use treatment options?

A homeless drug addict shooting up in someones garage or under a bridge, or someone shooting up in a safe room with nurses and treatment staff on site?
