You should put a fuse anywhere that the power wire has a chance of becoming grounded with the body of the vehicle. fuse close to the batt so in case the wire grounds out it will protect the wire. you don't need one if you have good insurance. i pay just liability so I need one. lots of comp cars do not use them but I have seen to many electrical panels burn up and am terrified of electrical fires.
the fuse in the amp to protect the amp against things like low impedance, the fuse in the wire is there incase the wire comes unattached and shorts against ground ie. you have no fuse it will keep spraking until it melts something, catches fire, or welds itself to metal and your battery blows up
