What am i doing wrong?

Ok i put the meter on it again and it reads .7. My hu has a 5v preout and the amp has a digital gain that is set to 4v. Shouldnt it be clipping at this point and read a higher voltage. My goal is 125 watts and the amp was tested at 146 watts.

 
Your car uses 12V DC current. Set your meter to the 20 V DC setting. Not the AC setting.
NO. DC is for the car's electircal system, yes. However, when measuring the outputs from an amp, the output is AC.

In order to get output to your amp, you need to have your EQ on, so it will send the low voltage to your amp. If there is no input voltage thrugh the RCA's, there will be no output

 
Make sure your red test lead is plugged into the V - Ohm[Omega] port (for measuring voltage and resistance), not plugged into the mA/A port (for measuring current).
It is plugged into the v-ohm port. How can i test the rca's to how many volts are coming out of it.

I thought i was supposed to turn off all eq settings
