weird amp problems.(never heard of this b4)

ok, my friend has a walmart vr3 amp (the 300wmax version), and it has a weird problem that i've never heard of before....whenever he starts his truck and his hu (pioner 1500) comes on, only his mids and highs play (ran off the hu), he can play his subs, but to do so he has to pull out the fuse from the amp and stick it back in while the amps still on....he has a 30 amp fuse and the rms on this amp is like 75x2 or somethin like that...he plans on buying a new amp but doesn't want this one to go to waste (he can push his mids or sell it.) Can anyone tell me whats wrong with this amp??it plays fine after he pulls the fuse out and sticks it back in. he's running a 10ga power & ground wire (is that too small?this amp isn't all that powerful)it worked fine for a few months then all of a sudden it started doin this.......thanks in advance, and sorry for the long post.......

sounds like a bad internal switch (power on)
