Uh.... Highpass/low pass filters dont work

I have a usacoustics 4085 and a hifonics 1000D hooked up to my panasonic deck, and it seems when i adjust the xovers on the amps they dont really do much. as part of the frequencies out of range are still being played. For example, i would turn my sub sonic filter to 35 hz... and play a 5 hz test tone... (sub not connected) and my multimeter would read the 4.9hz perfectly. i would also play like a 100hz test tone with the sub connected... and the lowpass is turned to 80 hz, and the sub would also play the 100 hz perfectly.

it seems quite similar with the 4 channel. it seems my speakers are still getting frequencies that it cant play, which results in poor sounding speakers, especially when the bass hits.

anyone know what i could do? I just ordered a new hifonics zx 6400 amp for my fronts/rears, as well as an audiocontrol matrix.
