Sub or Amp Issue

Okay, I posted not too long ago another thread about this issue, but wanted to straighten out somethings.

My equipment: Alpine MRD-300 Mono amp, 1 12" MTX 4512-04 (SVC) sub, Navone LOC...

The problem: The amp has power (13.7-13.8 when running; 12 give or take when car off, key on; it also does not have any error codes so blue light is on) , there is little sound coming from the subwoofer, with my ear next to it you can hear but it sounds muffled... not sure what could be causing this...

Any ideas??
