Image's lineup goes like this
CTX- entry level "budget" line. good sounding sound bigger enclosure.

ID- mid level good output decent sq mid size enclosure

IDQ- sound quality orientated good output great SQ small enclosure

IDMax- SQL sound quality that gets LOUD.

i run 2 IDQ12v3 in a 2 cubic foot box one cube per sub off 1200 watts gain either all the way down or 1/4 way up and it gets plenty loud. some prefer the sound of the old v2 but the v3 have more output.

depending on what the rest of your system is comprised of i'm not sure how your system is "missing a beat"

there are plenty of SQ cars who run 15s and the bass i plenty tight and sounds great.

depending on the sub your getting and the enclosure you build. granted more cone area rules. but i have seen 8s that sound louder then 15s. so don't assume that a 15 will blow away the max.
His point was about cost, and he's exactly right. Im one of the biggest ID fans in the world, but what they are still charging for IDMaxes so many years after they've been designed and released, is ridiculous. Gorgeous sub. Sounds awesome. Performs very well. But its simply not at a justifiable price point anymore. The JL W7 series suffers from exactly the same problem. The price of both products was initially excused as covering the design and tooling costs due to both drivers being solely proprietary. Well, after all these years, they've paid off their tooling costs, and other companies have offered (at least) similar quality designs, yet both companies leave their price point at virtually the exact same place they were at when they first released the design many years ago.
