Sponge type material

if it's an older JL sub it pressed paper that is used to give a little depth to the sub. I personally wouldn't redo that, I would just peel the remaining pieces and get a rubber gasket for it.

 
a standard rubber gasket wont fit you will need to find 1 with made for that steel basket.

pm me i might be able to point u in the direction of some new 1s...

 
You can use the foam gasket material that is used to seal around doors/windows, if you want to go the cheap route. It usually comes in a roll in various widths/thicknesses to suit your needs.
