Speaker static

Okay so my I bought a new head unit, amp, all new wiring, new speakers, and crossovers and I can't find out where this static is coming from. I pulled out the amp and hooked it up to a battery and hooked a speaker up to it and it still has static coming out of it even if there's no rca's hooked up. It's a brand new jl audio xd1000/5v2. Is my amp the problem?

Grounds probably. Normally the cause of it when the RCAs are off.
