By removing it you are ruining it.

if you have no other choice take a heat gun to it, and peel off the layer closest to the metal and leave the dampening that is layered on top of that first layer on. by doing this you are more or less ruining that first layer but all the layers stuck onto it are still good. to re apply it, heat it up again and hope it sticks.

i dont think ive said the word layer that many times in one run on sentence since....um...ever

I doubt it will stick again even with taking it off with a heat gun.
