Someone tell me if I'm reading these Rabbeting Bit specs correctly or not

I wen to Lowe's and got confused, so I just want to make sure I'm reading this right cause I need to find one soon. I already know I need 1/4" shank. I'm just not sure how this thing will sit on the wood if it's doesn't already have some sort of notched portion for the pilot to follow.

I'm needing one to cut a trim out on 1/2" MDF to lay 1/4" plexiglass. However, I'm finding a very hard time finding something that cuts 1/4" into the wood, unless I just don't know how to read the labels on the boxes.

The cut portion will be 3/8" deep into the wood?

The cutting diameter is 1.25", so the actual cut into the wood would be 0.625"?

 
its been a very long time since i took wood shop (or built anything), but I'm thinking that you use the router to determine the depth of the cut instead of the actual bit. Does that make sense?

You can adjust the depth. The flute length is 1/2". This should be the distance it actually cuts into the panel.I think.
Exactly right. You adjust the router to obtain the 1/4 inch depth, and the flute length (1/2) determines how far in it cuts. You can adjust this some by changing bearing sizes.

 
So, the 3/8" is kind of arbitrary then? It's saying the maximum total depth you can get is 3/8"? But, you can make the cut less than this, right? Just by adjusting the height in the router?
