No. Max power is determined by the peak voltage and current of the sine wave it's putting out, literally the measurement of power at the crest and trough of the wave, while RMS rating is near average but it is determined by max power over sqrt(2) really. So even their max power ratings are more than it really is. xD **** marketers.

 
an amp is typically rated by it RMS, Root Means Square which is the average power output. An amp will put out more and less power. But the RMS is a good reference point as to what the amp will typically put out.

If you ever seen the wave on an onscilliscope, I cant remember the formula but its about 3/4 of the way up and down on the waves, iirrccc
