...15s are just as fast as 12s and 10s. It would be very unwise of you to get the 12 over the 15, simply stated the 15 would achieve the same output as the 12 but with 44% less xmax needed for the same SPL. The 15s stroke would be more linear and thus less distortion:D

Subwoofers arent *fast*, tweeters are.

a subwoofers response is based upon inductance of the voice coil (LE) not moving bass (mms) or motor strentgh (Bl), in which case you would be very hard pressed to tell the difference in transient response among subwoofers.

a 40hz signal is 25ms long, a 1-5ms delay is indistinguishable from the original source

 
turn off your components (midbass, midrange, tweeter) and just play your subwoofer.

I highly doubt you will be able to notice a difference in speed among the woofers.

What you may notice is slight dips and peaks in the frequency response, which you might equate to making the woofer either *slow* or *fast* which is not the case. This is simply solved by adding a parametric equalizer.

If your frequency response is ruler flat...and you still think your woofer is slow than it is most likely the integration with your midrange speaker that is the problem. Work on your crossover slopes and points and im sure you will be a happier man.
