Shiva Box Before Displacement or After?

Hello everyone, I've been told for a good SQ system, for sealed enclosures, they should be around 1.25 cf to 1.5 cf. When people say these volumes, do they mean before the displacement or after? (very important). I want my box to be perfect down the mm.

You really will never hear that .1 cubic foot that it'll displace... The change is very very miniscule in terms of response.

You can go with gross or net, it doesn't matter terribly so. I typically stick with gross in this case.
