Setting mids/tweeters amp gains with DMM

I'm looking to set my mid range and tweeter amp gains with a DMM.

I have a 1000hz test tone and wanted to ask:

My headunit has 4v rca outs but using the 75% headunit volume rule (30/40 on my Pioneer AVH-5800BHS) I am only getting around 1.25 volts being fed to the amp.

So should I use 90% headunit volume to increase the voltage going into amp or stick with the 75% rule?

Also is this right for post amp voltage:

channels 1&2 tweeters @ 4ohm 125rms = 22.4volts

channels 3&4 midrange @ 2ohm 200rms= 20volts
