RPM whine??

And you have a Pioneer head unit perhaps....
Even if this was the issue, he said he grounded the RCAs which would eliminate the blown pico fuse noise issue. Find a new ground for your amp and maybe even re-ground the head unit to a location other than the factory harness. And if you're using crappy RCAs and have them ran down the same side of the car as the power wire, that could cause the noise as well.

 
i know like most of us you think your ground is great but thats probably the source of the problem. even though it may be tight, look nice, there are so many different variables that could be in play.

i had horrible whine, then one day i changed the location of my ground just because i wanted it somewhere else and bam, whine completely gone. then a few weeks ago i re installed some things, made my trunk a little more usable, and moved the ground again and the whine is back. just moral of the story, just moving it, making sure its prepped properly (all paint scraped away, etc) could solve the problem.

also make sure your gains arent too high, can cause whine as well.

 
Could the whine come from the ground on my amp or is it from the headunit?? Cause the ground on my amp look solid but I never took off the paint, I'm thinking that could be it,but not 100% sure.

If you never took the paint off of the ground, that's your first problem. Start there and see what happens. Swap out the RCA's and see what happens. You need to start eliminating things to islolate the problem.

pull your ground up and take a dremel to the paint and scrape it all away until it is bare metal then remount the ground.

 
check if any of your speaker wires are pinched touching the metal in your car i had the problem and my whine was bad enough it sounded like a weak turbo lol

all trial and error man unhook test hook up test unhook test

rinse and repeat
