Questions about tones, and volts for gain

Got 'Roids?
1)Yesterday the only test tone cd I have is a Bass Mekanik CD. I try to do a 60hz tone, and goes in and out, like a warble instead of a constant tone. In the booklet it says if it does that, it's in stereo not mono. How is this when my amp is a mono-block?

2)I got a diff cd that only has a 45hz tone, and for 1000w @ 2ohms I got 44.7 volts very quickly, but it wasn't even loud, I could turn it up more with no distortion. Why is this? Do different frequencies have different voltage properties? (i.e. 45hz gets to 44.7 quick, 60hz takes longer)

3) And why do I need to use a certain frequency to set the gains? Whats so special about 60hz versus other tones?

Any help is appreciated, I just wanna learn how all this comes together.

I know that at certain frequencies my lights would dim more than others... particularly high frequencies in one of my old setups. I assumed my amp was seeing a lower impedance at that frequency causing my amp to send it more power. around your tuning frequency your speakers impedance will be very high and it takes little power from your amp. Impedance is frequency dependant and it has to do with your box.
