Give us more info Jdog. What brand and model amp is it. What subs. Tell us about the grounds that are fine. What kind of deck do you have. Where do you have the RCA's ran. Does the whining seem to wax and wane with the RPM of the engine?

Then do this:

Unplug the RCA's at the amp and see if the humming persists without an audio signal. If it does its likely something with the power or ground, ground being more likely. If not we are now pretty sure its an issue with the RCA's/deck/rca inputs on the amp.

So you tested those same RCA wires with your phone directly and it did work? Also, to clarify, the amp does turn on and you redid the ground cable?
