PROBLEM help

so the thing is ive been without bass for about a month due to me selling and buying before even really hooking things up. ive recently got everything together and i noticed that my bass is really lacking. ive tried everything checked all my wiring replaced my rcas(these were not in good shape) for my sub amp & checked all connections. my 4 channel seems to be alright but my mono amp doesnt seem to be throwing out much power unless i turn up all the gains including bass boost but im not gonna do that.

Done a volt check when system is fully maxed?

voltage doenst drop below 12.5 ive had this trouble recently with my other amp a 1.1000pdx before i sold it(it powered up fine in the buyers car) the amp i have now was tested by the previous owner and it did a lil over rated .ive be thinking could it be my hu's rcas?
