Is there a specific way to tell, when looking at ported enclosures, which ones will have the least amount of port noise?

Are there any general rules that apply?

You can avoid alot of it by getting an enclosure with tapered or slotted ports.

Yes, but you still need to have a sufficiently sized port area/outlet to avoid port noise. The bigger the driver the larger the port opening you need. I believe that the X-max also factors into it too since a farther movement move more air.
