That's Polyfill, it slows down sound waves so your subs will "see" a bigger box. Its job is to increase the apparent total box volume by up to 15% and gives you a smoother bass roll-off, your bass should go a little deeper with the polyfill inside.

Open any decent home audio speakers and you'll find this in the cabinet.
