The two 12's have more cone area and given the same amount of power as the 15 would receive they should definitely be louder, your box is very important too.

A buddy of mine has a single SA 12 ported and it rattles the entire car, a single 15 SA ported will be super loud. Both set ups will be loud but I myself would go with the single SA 15.

that math is simple - two E-12's.

this is assuming each sub scenario is using the appropriate box.
