OEM vs rebuilt alt OE replacement

The OEM alt on my moms Galant would charge to 14.3v with the external voltage regulator plugged in and 15.5v with it unplugged.

Her new OE re-manufactured alt from Boshe only charges to 13.7v with the external plugged in and it doesn't charge at all when unplugged.

My problem is, these alts are supposed to be internally regulated but the new re-manufactured alt is not and the external regulator should charge to 14.3v regardless of OE or OEM alt shouldn't it? (assuming the alt is not damaged in any way)

Only other difference is the OEM is a 90amp at 14.4v ratting, the OE reman. is tested to 103amps at 13.8v.
