Yes it appears there are several suggestions for what type of music to use...

I think the best bet would be to use the opposite of what he listens to.

If he is jamming Rap all day then obviously blowing him out with Rap won't work.

Is he crazy, or is he a drug addict? Drug addiction(meth,cocaine) can make people seem as if crazy.
I'm sure if you keep calling the police they will eventually do something. They may just find some dope in his place and bam, problem solved.

No he is actually mental. We found out yesterday that he does have some sort of mental problem and his dad pays his rent for him.
