Noisey Neighbor

My girlfriend has this weird dude that lives in the apartment above her. All this guy does is drink, smoke black & milds, and play loud annoying music all day everyday. And I really do mean all day everyday. Anyway, she has called her landlord about 5 times now and they either aren't doing anything OR the more probable answer the guy upstairs doesn't care.

Anyway, she called me up last night at 3AM and I could hear the music over the phone it was so loud in her apartment. So, after dealing with this for about 8 months she finally got the nerve to call the police. Which I guess they came and talked to him and he turned the music down.

But, still I am waiting for when he stops caring the police are coming over. So, I am looking for solutions. Since the guy has an obvious mental problem (he has fights with invisible people, and yells at his fake girlfriend) I'm trying to think of something to push him over the edge, if you know what I mean. I'm thinking of 2 solutions, 1 sort of dangerous and the other loud and annoying.

First, the dangerous one. I know where the power box is for all of the apartments and it uses two separate feeds into the building (which is strange, but the whole building is ran off two separate circuits one from the north and one from the south, such that when the power goes off some outlets and lights still work which I don't even think is allowable by code). But, this configuration would make it easy for something to bridge his power feeds and send 220 (or higher I need to break out the MM)volts to all his 120 volt equipment. Knowing this guy, he doesn't have any money to buy any other equipment there for the problem will be solved. One concern would be obvious fire issues. The building still uses metallic shielding, and I think a lot of the neutral & hots are swaped which makes surge back voltage a issue.

The second idea is I have access to lots of PA equipment just chilling in a warehouse for winter storage. I'm thinking about getting 4-5 powered boxes and a frequency generator and playing a combination of 400 Hz, 3.5KHz, and 8 KHz for hours on end at high volumes.

Anyway, I need more input on this.

Make it happen. Doubling his voltage sounds like a great idea, although I don't know if it would necessarily work like you want it to.

Can the police not give him any fines? Where I live, for only after 10 pm, there is a sound police. Two offenses in 2 days equals a $300 fine.

If they are on seperate phases and I bridge the phases it should work.
