Noisey Neighbor

The first time the police came they most likely gave him a warning, but after that they will give him a ticket. I would go the legal route or crank your music up, I wouldnt **** up his equipment or anything because as you said he does have a mental problem and its not right...

 
usually the cops will only warn you the first time, it is for repeated violations that people get ticketed, everytime he's doing this late at night she needs to call the cops until he stops or gets belligerent and tries to tell the cops off andi s eventually arrested.

The irony in this situation is they would probably leave the music on when they arrested him... and then there would be no way for her to get it off with him in jail...

There are noise pollution laws. At least in Dallas/Fort Worth, TX

My little brothers dog (Chocolate Lab) was a real barker when we started making him get used to being outside. Some **** neighbor called the cops (luckily we knew the officer) and they said they could write us a 150 dollar fine.

Anything that is considered a "nuisance" is fine-able however, It make have to be loud outside the building also.

My guess is, it is the landlords job to take care of it.

Look at your leasing agreement, see if there are any noise rules in it. If there are, take it to the landlord and ask him what else you can get away with. Also ask him for some rent money back considering he isn't living up to the agreement. (that's only if there are rules stated in the agreement).

However, if there are no noise agreements.

Blast the ish outta that guy with some Celine or Clay Aiken.

]I would prefer death metal... celine and clay would just be annoying...

 
Is he crazy, or is he a drug addict? Drug addiction(meth,cocaine) can make people seem as if crazy.

I'm sure if you keep calling the police they will eventually do something. They may just find some dope in his place and bam, problem solved.

If the police don't help, contact a city official.

EDIT:: interesting side note, in my friend's apartment, there's a noise limit, 100dbz. Seriously. When we jam in her apartment, we have a DB meter right there. We always go over and get the cops called, but we tell them we have a DB meter, and we were watching it and it didn't go over 100dbs once... then they leave and we LOL because the lady who calls the cops is a btch. The first time it happened, we went up to apologize and she wouldn't open the door. So we left a note... and next time we saw her she gave us the death stare.
