Newbie question: Outlaw/legal db rating?

What's the difference when people say like "150db legal, 152db outlaw"?

From my understanding...

Legal is the metter on the windshield windows up.

Outlaw is in the kick, windows down...basically anything you can do to get a high number.

Let me know if I'm wrong or not including something...

legal is all doors and window closed, meter sticks to the window on passenger side

outlaw is meter in the footwell and a door or window open
