Need test tone

Download audacity and u can make a test tone @ whatever frequency, db lvl, and length u want...
That and NCH Tone generator is a good one too, but it's a "trial version" which only works for 30 days. I always forget about Audacity. It's a great open source (free) program!

I just downloaded Audacity...how can I get more than one tone to be on a single track? Every time I try and make a new tone it just makes a new track instead of adding it to the previous track I already started.

I'm trying to make a custom bass song...

Sorry for the noobish reply, but what is the difference between a 0 db and a-3db?One is just recorded lower? And why would you want a 3db if this is so?
if your setting the gain -3db can be useful because it will be closer to the db level that most songs are recorded at. No song you find will have bass material recorded @ 0db, likely its much lower than -3db, but -3db is widely used just to be safe.
