tc uses aeros...from what i've been hearing, you're able to cut down the port area but a decent amount by using aeros compared to slots...
am i hearing wrong?

that is true... so what would be the correct amount of port area when using slot instead of aero?

How much are you looking to spend on plans? I'm sure there are a few guys around here that could design you a pretty creative enclosure that would do better than a regular-old ported. Team Toxic Bass enclosures come to mind, but they want like $40 just for plans.
