Need 12" sub recommendations for SQ at ~210 watts RMS

You have a good amount of power at 2 ohm on the sub channel. Just need a decent dual 4 ohm, dual 1 ohm, or single 2 ohm to take advantage of it. Also, building an enclosure like a properly tuned ported enclosure will help with output. I could offer to build an enclosure once you figure out a sub, but I don't think it will fit in a budget that your talking about.
If you did want to do this option I could get a box built and shipped quickly so you would have everything around the same time frame(in most cases that is), and all you would have to do is throw the sub in and put the box in the car.
can i run the sub at 2 ohms if the speakers are running at 4?

 
hmm, i guess i'd like to stay at $250-350 (max) for the sub and box combined. and i guess since im getting a new enclosure, i could look at a dual 8" or 10" setup instead of a single 12" if that would lend to better SQ. if i understand correctly, two 4 ohm subs in parallel is 2 ohms, or just get a single 2 ohm sub and feed it the 450 RMS.

i know it's basically spoonfeeding at this point, but if anyone has a tried and tested setup they love and that's in my budget, enclosure and all, i'd be ready to pounce.

 
you could go with 2 Sundown E8 v.2s they're about $95 each then that would leave about $150 left over for a box for them. They would be perfect with the power you have and they sound really good.

 
In case u didnt know ur box comes out to be 1.2cf,assuming its 3/4'' mdf all around
crap, i didnt account for the mdf thickness, you're right!

h: 12"

b1: 6"

b2: 9.5"

d: 24"

area of trapezoid = h * (b1+b2)/2 = 12 * (6 + 9.5)/2 = 93 in2

volume = area * d = 93 * 24 = 1.17 cu ft.

so does that open up some better options for me for putting a 12" into this box??

 
What is the sound and performance you after? In my opinion it is a waste of funds to toss a sub into a random enclosure not built for it. Especially when you have low power situations I would prefer a custom box built to that subwoofer's specs to get the most out of it to ensure you get the sound and sound level you are wanting. Other wise in many situations you are wasting money by just changing subs. With that being said you need to figure out what sub(s) your looking at because sub displacement will change your airspace which will change your tuning and performance.
