I would say:
1. Wipe the idea of a new car out, fix the one you have and make it work till you can afford something better, no need to get deeper in debt.
2. Get a job, whether it be Mc'd, the local car wash, gas station, etc anything and pay off your bills.
3. Apply for financial aid and judging on what you said you should qualify, student loans are always there also.
