that part refers to college. if you are going to school for a degree that will get you a job in a rising field they will pay for you to get an associates degree, bachelors degree as well but theres like 50 different criteria you have to fall under to get that..... the rest of that refers to apprenticeships, state certificates, etc.Hey I just looked up that TAA thing. I don't think I would qualify because my work hasn't been outsourced. Its just stopped. It was a lot of odds and ends, only a little bit was car related. It is also a really small business that is barely on the map
also, it don't see anything about real colleges on this

I qualified because my company closed our factory and moved all our business to their other plant in canada. I got lucky and our union pretty much filed all the paper work for us and what not. all i had to do was sign a couple forms and go to a couple meetings. then i had to write up a proposal to the state saying i needed X amt of dollars and I can get a job doing such and such and they decide whether to approve you or not.
i was just using the TAA as an example. there are countless number of programs just like it though. again talk to your local unemployment office and keep asking questions until you get answers. im sure ohios unemployment is slightly different than michigan but i bet they are pretty close as michigan is having alot of the same manufacturing problems as ohio has.
