Low volume ONLY while driving

I have a Skar svr-10 inch sub and a skar rp-800.1d 800w rms Amp. I had a issue before and posted about it but got it solved and it was working for awhile. I just got back from vacation, so my car has been sitting for a week and I turn my stereo back on and everything is fine until i start driving and I can feel my sub dim out. I still hear it but it's not as loud as it is when I'm idle. I'll get to a light and they sound alot louder then I'll start driving and they'll be quiet.
I also got a new phone so idk if that could be part of the issue but I'm doubting it is

If it is an OEM radio, you may have Active Noise Cancellation. It should work vise versa to your case since the enviroment should be louder when you are moving, hence the volume should rise accordingly.
Another issue may be that you need to refresh your power connections. It is common.
 
If your last problem was the same as this one, you know exactly where to start.

Does it change based on vehicle speed or engine speed?

Does the sound change if you rev the engine while not moving?

Could it be road noise making your stereo seem quieter?
