Seriously, if you're looking for something for home defense, a handgun really isn't your best choice. I have this:

I also keep a Glock 30 close by. If someone comes in my house, I'm grabbing the Mossberg first.

Im looking for something I can carry with me all the time. I have shotguns, which they didn't steal.

I just want something if somebody is in my house and I pull up, I can defend myself.

Riding around with a loaded shotgun in the frontseat isn't practical to me, all the time.

It goes with me now, but only until I get a pistol.

My state law says I can own a pistol, just can't buy one from a dealer. I can legally buy one from another person.

more of a budget: glock 17

each has their own advantages/disadvantages but they're both extremely reliable and accurate...

During deer season, my rifle rides shotgun.

Just in chase a deer pops out. But I've been working so much, I haven't really hunted.

I do have a budget at the moment. I was saving for next month to buy one, but I really can't wait that long at the moment.

Only I care about it compact and reliability.

The laws are the same whether you purchase from a dealer or an individual.

In North Carolina, you have to get a permit from the local Sheriff to purchase from either.

Read your post wrong. NC doesn't have specific age guidelines, but they follow the same restrictions as Federal gun laws.
