well most batterys put out 12V while the engine is not running. When the engine is running it puts out the 14V. I don't really think it matters b/c if it is rated at 12V you are going to get more power at 14V and if its rated at 14V then that is what you get. You should never use your system when the engine is off so assuming your electrical system can handle it you should be runing at 14V
