Just depends on the tempature and type/amount of hardener used. If its below 80* it could take all night to harden fully.

Resin/Hardner Ratio?. I believe it is 24 drops of hardner to 4oz of resin. Could be wrong, been awile since I have used it.

I have done fiberglas in many different temps. For me it always seems when it did not dry I never had enogh hardner in it.

you could, but if its been a LONG time, you might wanna mix up a batch with extra hardener in it and lay it on QUICKLY to help the process along.

A fan wont really do much. Its a chemical reaction. It sounds like you may have not put enough hardener in if the temp outside it pretty warm. You will just have to wait until it hardens up a bit more. It doesnt have to be fully hardened before you add another layer. But I've had it take anywhere from like 10 mins in this Florida sun, to about a day if it's night and cold.
