Is there something wrong with my amplifier?

Amp Settings:

Level - Highest(0.2v)

Bass EQ - 0

Phase - 0%

Subsonic - 15hz

LPF - 50-59hz area.

Remote Bass Boost - "Minimum"

HU EQ Settings:

Sub-w - 0 db

Bass - 0 db

Treble - 0 db

Mid - 0 db

Ipod EQ:

Off

DMM probing the speaker outputs and playing a test tone which covers the 50-59hz range. DMM is showing '0.3" voltage, on a Hifonics Txi1008d Class D amplifier with 1000.1@1-ohms, the voltage rating should be around the 31-32.0 area. But the only way to get near that level is turn the Bass boost to maximum which brings the voltage to 35, but to make sure I haven't set the LPF to a higher or lower frequency I also tried 30-49hz and 60-89hz and the output was highest on the 50-59hz.

Is my amplifier busted because setting the bass boost and gain all the way up should not be required to get the default wattage advertised and it seems that this isn't just a miscalculation on which the amplifier doesn't put out the right amount but an actual mechanical flaw in the amplifier.

 
200 and 750 only....

Ive always commented on the fact that there was little movement from the sub woofers with the bass boost and etc not turned up, to even the point that the PG rsd 6.5" mid-basses sound louder than the two 12"'s and also that the sub woofers didn't sound as potentially loud as I thought they should.

 
Ground, power....12v+

The subwoofers aren't hooked up during the test but they are both showing a general 2-ohm load on the DMM and they hook into four speaker outputs which interconnect inside the amplifier for a 1-ohm load.

Looks like my amplifier might be busted. There was a period of time when I first got the amplifier that it would not reproduce sound through the sub woofers which I never knew what was the origin to that issue but I sent it to a repairshop who diagnosed it for free and said it was working fine and they shipped it back and it played through the sub woofers properly(though extremely underpowered, as you can see).

 
Meh, was planning on upgrading soon anyways....now I have a reason.

I did the same gain test on my buddy's sony xplode "1200w" amp....(250wx2@4 ohms, 500wx1@2-Ohms), and my testing procedure wasn't wrong as his amp hit its target voltage(28v) with the gain at 3/4.
