Including Port Displacement?

I'm building a box for some old 12" baja subwoofers and the manual says 2 cubic feet including port and sub displacement. Does this mean 2 cubic feet not counting the sub displacement and port displacement - like the box will be about 2.5 cubic feet total with sub and port displacement.

Or does it mean 2 cubic feet total and the sub is seeing like 1.75 cubes I'm confused and I know this is probably a stupid question.

You could try to make the port longer, but there might be other reasons with the box won't extend lower, or even the sub. You'd have to reverse...
