I have a problem/question

i bought a stereo system for my car last summer and am having problems with it.

during the year, the amp powering my 2 subs somehow got water damage. keep in mind my current problem never occured prior to this. after getting it "repaired" this summer i noticed some issues. whenever i play songs at a low volume, the subs cut out, however when i crank up the volume to extremely loud, they start to hit, but once i turn the volume down they just stop. i have checked the wiring, rewired, reground etc. the protection light does not come on. i have replaced fuses and wires. i have heard of subs cutting out at loud volumes because the amp couldnt handle the power to the subs, but never could find good info as to why they cut out at low volumes. if any more info is needed id be glad to give it, this is just a rough idea of what is happening. sorry for the long read
