An AV12 or AV15 from Acoustic Elegance with a few passive radiators and a 1000 watt amp would kick some *** and be fairly easy on the budget

Liek I'd have to buy the sub then build enclosure. Then once I got enough for plate amp then get it. So the sub/encl would just be sitting for awhile.
