I am running 2 Rockford fosgate ps3s 12" with 400rms and 800watt max @ 1ohm load

Would I need 1600 for the best possible output? I always hit confusion here also how should I wire this from the amp? Run 2+ wires from the amp to each positive terminal and same with the negative or in series or parallel?

800 max means a small burp like maybe a few seconds of a note. You never want to play your subs at the MAX RMS. If there rated 400RMS you want probably want to find a amp that does 800watts at 1ohm. Personally I would find a 1000-1200 amp and wire it to 1ohm. You also have to consider the amp will put the rated power at 14v. If you don't have any electrical upgrades then you won;t get the full power of the amp. Also you will have box rise. So its always better to overpower your subs a bit but not too much unless you know what you are doing. I looked on RF site and the P3 subs 600rms and 1200max. Peak/max power is a RESULT of RMS power. It's devolved into just an inflated number that looks good on the box or on a spec list. Don't ever choose a piece of equipment on max/peak power. Some of the low budget brands abuse it severely.

Peak/max is clearly defined in the field of wave mechanics (a/c circuits for example) but in car audio it is very close to meaningless.

as others have said, for a pair of 400w rms dual 4's (or single 2's) your ideal amp would be a mono ~800w rms at 1 ohm.
