How good will this bump 06 S15L7's?

Well if the power is correct, and phoenix gold is as good as fosgate amps, it should be pure 100 percent power. Unlike a lightning amp or some such nonsense right? As in a crappy lightning one not a good one.
And what is specifically loud?..enough to give my windows some flex? ehheh...
I have no experience with those subs, but an amp that will do 2kw of power @ 0.5 ohms would be ideal for you.

If I were you I'd try to return or sell the PG amp and get one that does ^^.

 
I've ran Lanzar quite a bit. From the old days of the black chassis Optis:yumyum: , to a Viberant 4 channel, to a Vibe D class, and even a silver Opti at one point. I've never experienced a failure with any Lanzar product, pre or post Sound Around buyout. If you install it correctly, it will work fine. And if you buy one of their lower lines, ie:Vibe, Viberant, Max, and don't expect it to do what the heatsink says, you'll be happy.
makes me feel better. if i bought it, id definately go with an opti2000d. cant feed my ssd's anything less, and dont want to do anything bigger (then have to go into mass electrical upgrades). i actually had one ordered before i bought my soundstream, but ikesound tried to fvck me. luckily got my money back just intime, and no one else had lanzars for sale. so i went with the pca

 
I've heard of some oldschool small *** phoenix gold amps that run at .25 ohm stable that are only like 250 watts, expensive as hell, but by the time it hits .5 or even .25 ohms I hear it gets massive power.

Yes, yes they will. But the thing a lot of people don't understand is that most of your good old school amps were rated ridiculously low at 4 ohms. They don't really turn on the juice until you get down to 1 ohm or less. Those were the days of cheater amps. Of course, they didn't come cheap either...so I guess it's kind of a trade-off.
