how do i paint a piece of metal black?

i have something thats metal im putting in my car, what is a good way to paint it black? i have some flat black paint. can i just spray over the existing blue, or sand the metal and then paint it?

nm i found some spray on primer

sand it down with 220 then prime it then said it again then prime again if needed. Then paint it then clearcoat it.
