higher ohm load

I made a new box for my subs and they are supposed to be wired to one ohm but when i check it with a dmm it says 2 ohms. My old box when i checked said it was 1.3. What would cause this and is there anything i can do to bring the ohm load back down closer to 1 ohm because the subs dont move as much as they did before. My new box is 4 cuft at 35 hz single chamber and my old boxes were 2.3 at 32hz each. Would the box being a single chamber instead of two seperate chambers cause this? And i did recheck my wiring and it is wired the same as before.

 
THey are two dual four ohm type r's. I wired them the same way as they show in the voice coil wiring sticky for 1 ohm load. When i tested it they werent playing music i just put the dmm on the positive and negative wires before i put them in the amp.
